INDIVIDUAL REGULATIONS (IREX) OF TRI-NATION 2013
(Tri-Nation Stamp Exhibition 2013 Malaysia)
ARTICLE 1 : OBJECTIVES OF EXHIBITION
The objectives of the Tri-Nation Stamp Exhibition 2013 Malaysia (referred to as TRI-NATION 2013) are:-
- to promote philatelic friendship and maintain close co-operation amongst philatelists and stamp collectors in Malaysia, Singapore and Thailand;
- to promote every aspect of philately in the three nations.
ARTICLE 2 : ORGANISATION, VENUE AND DATE
Tri-Nation 2013 is organized by the Philatelic Society of Malaysia.
2.2 Tri-Nation 2013 will be held at 3rd Floor, General Post Office, Kuala Lumpur from 23rd August to 25th August 2013.
ARTICLE 3 : REGULATIONS
3.1 Tri-Nation 2013 will be governed by the following Regulations :
- The General Regulations of the FIP for Exhibitions (GREX)
- The General Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (GREV)
- The Special Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (SREV)
- The Individual Regulations of Tri-Nation 2013 (IREX)
Where these regulations deviate from GREX, GREV, SREV, the IREX of Tri-Nation 2013 shall apply.
ARTICLE 4 : CONDITIONS OF PARTICIPATION
4.1 The regulations governing the conditions of participation of exhibitions are stated in Article 9-18 of the GREX.
4.2 Participation in the Competitive Classes is open to all collectors who are members of the societies affiliated to national federations of Malaysia, Singapore and Thailand.
4.3 Participation in the Non-Competitive Class will be by invitation solely at the discretion of the Organising Committee.
4.4 All exhibits must have been the property of the exhibitors for at least two years before the Exhibition.
4.5 Exhibit in the competitive classes was not awarded Grand Prix d’ Honneur or Grand Prix International or Grand Prix National at previous FIP/FIAP Exhibition.
ARTICLE 5 : APPLICATION AND ACCEPTANCE
5.1 The Regulations governing the conditions of the application and acceptance are stated in the Articles 10, 11 and 12 of the GREX.
5.2 Exhibitors must obtain their Exhibit Application Forms from their Commissioners. A separate Exhibit Application Form should be used for each exhibit.
5.3 When submitting the Exhibit Application Form, the exhibitor shall attach a copy of the introductory page, describing the exhibit (in English).
5.4 Duly filled Exhibit Application Forms should be sent through the appointed Commissioners to reach the Organising Committee by 20 July 2013.
5.5 Exhibitors cannot withdraw their applications without valid reasons once their applications have been accepted by the Organising Committee.
5.6 There is only ONE TYPE OF APPLICATION FORM.
ARTICLE 6 : EXHIBITION CLASSES
The Classification of the Exhibition Classes is as follow:
6.1 Group 1 Non-Competitive Class: Court of Honour
6.2 Group 2 Competitive Classes
Class 1 Traditional Philately
Class 2 Postal History
Class 3 Postal Stationery
Class 4 Aerophilately
Class 5 Thematic Philately:
Exhibits will be classified under :
Note : Please indicate clearly in the Exhibit Application Form as to the sub-class(A, B or C) the exhibit is entering.
Class 6 Revenue
Class 7 Youth Philately
1) Collectors aged 13 -15 years
2) Collectors aged 16 -18 years
3) Collectors aged 19 -21 years
Note : Please indicate clearly in the Exhibit Application Form as to the sub-class(1, 2 or 3) the exhibit is entering.
Class 8 One-Frame Exhibit
Exhibits in this Class should be based on a narrow subject that is best treated as One Frame. Exhibits are also welcome from novice exhibitors who are developing a subject which is capable of expanding to more than One Frame in the near future. An extract from a past International award winning multiple frame exhibit (5 to 8 frames) to One Frame is not allowed.
Certificate of Participation will be given to exhibits attaining less than 50 points.

B) Postal History
C) Postal Stationery
Note : Please indicate clearly in the Exhibit Application Form as to the sub-class (A-F) the exhibit is entering.
Class 9 Promotional Class
The objectives of the Promotional Class are to encourage collectors of Modern Philatelic materials to exhibit at the highest level and to demonstrate to Postal Administrations that there is an extensive body of philatelists who collect and study materials issued by them in the past 20 years (1993 -2012).
The Organising Committee is making this class available for exhibits complying with the special regulations for Traditional, Postal History, Postal Stationery, Aerophilately, Thematic and Revenue Classes.
Qualifying exhibits for the Promotional Class must contain philatelic materials issued by Postal Authorities within the last 20 years. Stamp series or philatelic topics chosen for this class which were substantially issued after 1993 are qualified as topics for the Promotional Class.
Promotional Class exhibits will be judged according to the respective SREVs.
Exhibitors are entitled to apply for 3 frame per exhibit.
6.3 The Organising Committee reserves the rights to reject any exhibit in whole or in part without assigning any reason for such rejection.
ARTICLE 7 : FRAME SIZE AND ALLOTMENT OF FRAMES
7.1 The display frame shall have a capacity for 16 (4x4) standard size sheets of 23cm x 29cm.
7.2 Sheets larger than 23cm x 29cm as well as black or dark coloured sheets will not be accepted.
7.3 Exhibit in the Competitive Classes will be allocated the following number of frames :
Class 1 – 6, which was previously awarded:
a) FIP/FIAP Large Vermeil and above 8 frames
b) FIP/FIAP Vermeil and below 5 frames
Class 7 Youth Philately
7.1 2-4 frames
7.2 3-5 frames
7.3 4-5 frames
Class 8 One Frame Exhibit 1 frame
Class 9 Promotional Class 3 frames
7.4 Exhibitors cannot change the number of frames allocated by the Organising Committee.
ARTICLE 8 : PARTICIPATION FEE
8.1 There is no fee for Non-Competitive Class entries.
8.2 There is no fee for Competitive Classes if the exhibitor is current member of the affiliate philatelic societies of the participating national federations.
8.3 The Organising Committee reserves the rights to impose any fee chargeable for exhibitor who is not member of any affiliate philatelic societies of the participating national federations.
ARTICLE 9 : SECURITY MEASURES
9.1 The Organising Committee will take precautions to ensure that adequate security is provided to protect the exhibits during the Exhibition period.
9.2 Exhibitors are encouraged to adequately insure their exhibits.
ARTICLE 10 : HANDLING OF EXHIBITS
10.1 Exhibits delivered by Commissioners must reach the Organising Committee by 22 August 2013.
10.2 Exhibits arriving later than the date stipulated above will not be judged.
10.3 Each exhibit sheet must be placed in a transparent protective cover. The sheet shall be numbered at the lower left-hand corner. All sheets shall be kept in envelopes
10.4 The exhibits received will be duly acknowledged with proper receipt. Exhibits will be returned in exchange for the receipt after the exhibition if delivered personally by the Commissioners.
ARTICLE 11 : JUDGEMENT AND AWARDS
11.1 Two Jury members will be appointed by each Country Federations.
11.2 Two to three Apprentice Jury Members may also be nominated by Country Federations.
11.3 Exhibits in Non-Competitive Class will receive suitable commemorative awards.
11.4 For Competitive Classes, the awards are as follow :
1) Large Gold Medals
2) Gold Medals
3) Large Vermeil Medals
4) Vermeil Medals
5) Large Silver Medals
6) Silver Medals
7) Silver Bronze Medals
8) Bronze Medals
All medals will be awarded with appropriate certificates.
11.5 There is a GRAND PRIX OF THE EXHIBITION for the best exhibit at Tri-Nation 2013.
11.6 The Jury’s decision will be final and hence, objections will not be considered.
ARTICLE 12 : RIGHTS OF THE ORGANISING COMMITTEE
12.1 The Organising Committee shall reserve all rights to duplicate and copy the exhibits for the Public Relations purposes.
ARTICLE 13 : ACCEPTANCE OF IREX FOR TRINATION 2013
13.1 By signing the Exhibit Application Form, the exhibitor is deemed to have accepted all provisions stated in the IREX of Tri-Nation 2013.
